In accordance with the Climate Change Response Act promulgated on February 15, 2023, the government has established a supreme policy framework for Taiwan's climate action. The core objective is to achieve Net-Zero Emissions by 2050 and to build a climate-resilient society.
I. Core Governance Principles and Mechanisms
Stipulate the 2050 net-zero emissions goal, formulate phased regulatory targets every five years, and conduct rolling reviews of implementation progress.
Simultaneously promote "greenhouse gas reduction" to reduce carbon emissions and "climate impact response" to enhance national land resilience.
Establish a joint defense system involving horizontal coordination among central ministries and vertical execution by local governments to jointly formulate mitigation and adaptation action plans.
II. Two Major Pillars of Action
Cover six major sectors including energy, industry, transportation, construction, agriculture, and environment, echoing the "12 Key Strategies" to promote low-carbon transition and circular economy.
Focus on seven major areas including essential infrastructure, water resources, land use, coastal disaster prevention, energy supply, agricultural production, and medical health to strengthen risk assessment and disaster early warning.
III. Supporting Measures and Anticipated Benefits
Ensure no one is left behind in the transition process through green finance, carbon pricing systems, climate science research and development, and "Just Transition."
Safeguard public health through cross-disciplinary capacity building and create a triple-win sustainable development for society, economy, and environment.
